I need help to use plugin

I need help to use plugin gravui

Hi, I would like to know how I have to use plugin gravui.
I want use tabs, for example, they are appear in the page "media" (help documentation). I think I must use plugin called "gravui" but I don't sure that I have to do.

GravUI plugin is not currently available. It's only in an internal testing phase.

So Can't i use tabs without this plugin? please tell me how I can put tabs the same way I see this example. thank you a lot
