Plugins are generally activated on installation. You don't need to manually 'activate'. You can however disable if you wish. This is either by overriding the plugin config with a user config file, or if you have the admin plugin installed, simply going to the plugin details and disabling.
Not sure what you mean by how to make a plugins listing page?
