You do definitely need to have some experience in web development to build a site with Grav. There are a few web technologies involved, and compared to custom development in other similar platforms, it's simpler and more enjoyable in Grav..

We have tried to make this process as easier as possible by providing several ready-to-go skeleton packages that let you see how Grav can be configured and setup to achieve a variety of site results. Learning by example is one of the best ways to learn new skills. However, you will still need to have some experience, or at the very least, the willingness and ability to learn, to develop a site from scratch.

When the admin-plugin is completed it will be much easier for non-experienced users to use day-to-day.

I think that non-web developers should start off with something like Wix, Weebly or SquareSpace until they are more comfortable with the technologies involved.
