There is no bin/plugin in Grav

i downloaded grav and cant find the bin/plugin; plugin in the bin directory
why?

It's new in Grav 1.0.0 RC5 - https://github.com/getgrav/grav/blob/1.0.0-rc.5/bin/plugin

You can update Grav with bin/gpm selfupgrade -f

as the user configfile been updated to user.yaml instead of user.md

It's never been user.md, always user.yaml
