Permission Setup: Your default file umask is 0 which is potentially dangerous

i recently tried downloaded xampp on my local machine and pasted the grav-admin after extracting in htdoc folder and when i did 127.0.0.1/grav-admin it says

Permissions Setup: Your default file umask is 0 which is potentially dangerous

the document is quite confusing can anyone help me on this
