How to add new users to the admin panel manually?

Hey there, is there a way to create a new user to the admin panel without terminal or GPM? I'm the admin but only have access to the files.

Thanks so much @paulhibbitts - is this a version that is still in the works? When is the official release? And how would I install this manually, since I'm already working with the admin panel?

Yes 1.7 is still under development - not ready for production use but you could try it out locally or online with a test site etc.
