Plugin installation issue

I am trying to install a star-rating plugin.

In Admin backend, it tells me "The connection to the GPM cannot be established".

Switched to shell, and key in "bin/gpm install star-ratings":

Ashampoo_Snap_2020年2月3日_15h35m16s_001_vagrant-ubuntu-xenial- -vagrant-wiki|690x458

It says nothing to install... Tried with some other plugins in shell, basically the same output "Nothing to install".

Any hints?
